Residential Regulations

As a Borough of Mechanicsburg resident your weekly collection can be one of the two options listed:

  • Regular 4 bag pick up with unlimited recycling
  • Orange bag option with unlimited recycling (Recommended for those residence who have less than 1 bag of trash per week.)


REFUSE COLLECTION Municipal Solid Waste must be placed in not more than four (4) 32 gallon containers and placed behind the curb line. Where there is no curbing, place containers next to the paved portion of the street or alley. Collection hours Mon-Fri, 5AM to 6PM. Wood ashes, dead animals, tree trunks, leaves, stumps, roots, concrete, construction debris and dangerous materials will not be collected. Containers may not be greater than 32 gallons and cannot exceed sixty (60) lbs. in weight. No person shall transport any garbage, rubbish or refuse into the Borough for disposal and/or collection. Dumping on Borough owned property is prohibited.

BAG OPTION Mechanicsburg Borough, in conjunction with Penn Waste, is offering residents an orange bag option for trash pickup. Households that generate just a small amount of trash may choose to purchase bags through the Borough Office. This option reduces the refuse portion of the sewer and trash bill to $119.20 per year for 16 bags compared to $272.00 for the regular collection of 208 bags per year. Under this program, any bulk item or appliance put out for pick up needs a bag attached in order to be collected. Residents on this option may still set out recycling each week for collection. RECYCLING Items that can be recycled curbside by Penn Waste are displayed here. Penn Waste provides cardboard recycling containers at the Mechanicsburg Area High School upper parking lot and the parking lot opposite the Borough Office. Boxes must be flattened before placement in the containers. Curbside recycling bins are available for purchase at the Borough Office for $10.00.

Basic Residential Guidelines:

  • Trash, Recycling and one bulk item must be curb side by 5:00 AM on your scheduled collection day, which will remain the same (see bottom of page for reference).
  • Bags or containers must not exceed 32 gallons or 60 pounds.
  • Yard Waste must not exceed 6 feet in length and must be bundled.
  • Yard Waste collection must be scheduled by calling the Borough of Mechanicsburg Office at (717)-691-3310.
  • Call the Borough of Mechanicsburg Office to schedule the collection of appliances containing freon (air conditioners, refrigerators, freezers, etc.)
  • No construction debris will be collected curb side.

Bulk Item Guidelines:

Mechanicsburg Borough residents may dispose of one (1) bulk item per week through curb side collection. Please have your waste, recycling and bulk item available for collection at the curb by 5:00 am.

Accepted Materials:

  • Appliances
  • Furniture
  • Mattresses
  • Box springs
  • One (1) car tire without the rim
  • Lawn mowers (oil and gasoline removed)
  • Plumbing fixtures such as toilets and sinks
  • Three (3) 4 ft. rolls of carpet (tied)

Non-Acceptable Materials:

  • Electronic waste (computers, televisions, etc.)
  • Chemicals
  • Stains
  • Liquids
  • Batteries
  • Automobile parts
  • Hazardous waste
  • Tires on rims
  • Commerical/industrial waste
  • Construction materials (drywall, brick, block, lumber shingles, tiles, concrete)

Commercial Regulations

Under Pennsylvania Act 101, the Borough of Mechanicsburg is required to enforce mandatory recycling requirements for all multi-unit residential and commercial establishments.  The Borough Ordinance requires that the following materials be removed from the waste stream and recycled at multi-unit residential dwellings: aluminum, bi-metal cans, glass, plastic (#1 & #2), and newspaper.   Commercial establishments are required to recycle high grade office paper, glass, aluminum and cardboard.   Failure to recycle is a violation of the Borough Code.

The Borough Ordinance requires all commercial units in the Borough be serviced for refuse and recycling by a licensed waste hauler.  It is a violation of the Borough Ordinance to remove refuse or recycling from the Borough to be collected at another service location.  Small commercial units can sign up for the residential and small business municipal solid Waste collection provided by the Borough’s Contracted Hauler, Penn Waste for $52.74 per quarter per unit.  Larger commercial location must contract for refuse and recycling services.  All residential units within the Borough must participate in the Borough contract unless there are more than ten units in a building or the residential units are included within a mixed use building containing a commercial unit. The Borough sends out a commercial recycling form each January which must be completed and returned by all establishments not participating in the Borough’s Municipal Solid Waste Contract.  This is done to insure that all waste is being properly recycled, if applicable, and properly disposed of it not recyclable.
